Government policy supports and encourages new enterprises and developments while protecting and conserving the environment. It is the responsibility of the developer to meet the standards that ensure sustainability of the development and minimize any off site impacts.

Preparation of an Irrigation Drainage and Environmental Plan (IDEP or IDMP's in some areas) is required to meet part of the standard.

In some municipalities planning requirements relating to drainage, flooding, earthworks and removal of native vegetation need to be met.

In Northern Victoria, for instance, new developments will require consultation with :-

  1. Water Authority over license requirements
  2. Hydrogeologist for hydrogeology report
  3. Aboriginal Affairs Victoria regarding heritage issues
  4. Heritage Victoria for assessment and protection of historical sites
  5. Environment Protection Authority over waste management with regard to air, soil and water quality
  6. Catchment Management Authority in relation to floodplain management issues
  7. Department of Sustainability and Environment for environmental issues, particularly native vegetation, protection and enhancement
  8. Department of Primary Industries over agricultural issues and preparation of IDEP

Following these discussions an IDEP is prepared setting out details such as:-

  1. Topography
  2. Soil survey and report
  3. Description of proposed enterprise
  4. Surface and Subsurface drainage design
  5. Irrigation design and water supply and report
  6. Hydrogeology report
  7. Heritage protection areas and management plan
  8. Native vegetation - existing, proposed and the protection and management plan
